Bug#692019: xterm: changing title not working

The character between "ic" and "ne" doesn't appear to be either ISO-8859-1
or UTF-8.  With locale set to C, it's likely that the character is
blocking the title from updating.  Generally the locale settings have
to be consistent with the data (if you want xterm to repair that, it's
a wishlist item rather than a normal bug).
