The PowerMizer settings were an early attempt to fix the problem as other people at my office with similar hardware had seen problems with the defaults.  They have not altered the behaviour of my problem at all.   No one else here seems to have this bug but few other people have two displays connected to there linux machines; before I had two screens connected I did not see this problem.
