Is this reproducible on an updated stack (X 1.11, intel 2.16, latest
kernel)?  If yes please file a bug according to
http://intellinuxgraphics.org/how_to_report_bug.html including xrandr
--verbose output, X log and the exact xrandr commands you're running to
set up panning.
