The xorg.conf manpage contains:

The Identifier and Driver entries are required in all Device sections.

This is wrong according to Julien Cristau: 
http://bugs.debian.org/cgi-bin/bugreport.cgi?msg=10;bug=504692

This causes important (and arguably serious) bugs in software dealing with 
xorg.conf, such as #504692.
