Installation path leading up to bug:

When switching to RandR 1.2/radeon (from an old fglrx config), I moved
away my old xorg.conf to let xorg/RandR do its auto-configuration. This
worked fine, but the dual-head set-up required some adjustments
(possible dynamically via xrandr, but wanted statically in xorg.conf)
which required an xorg.conf. So I used 'sudo dpkg-reconfigure -phigh
xserver-xorg' to generate a minimalistic xorg.conf as starting point.
With this xorg.conf (included below), switching to VT via Ctrl-Alt-Fn is broken.

Bug description:

Be it in the gdm greeter, the xdm greeter or a running gnome or
openbox session, pressing Ctrl-Alt-Fn would have no visible effect,
even though xev reports the appropriate Switch_VT sequence:

KeyPress event, serial 33, synthetic NO, window 0x2800001,
  root 0x66, subw 0x0, time 6070901, (161,88), root:(399,873),
  state 0x1c, keycode 71 (keysym 0x1008fe05, XF86_Switch_VT_5), same_screen YES,
  XLookupString gives 0 bytes:
  XFilterEvent returns: False

Installing xkb-data-legacy instead of xkb-data does not help, neither
did various other suggestions found on the net for broken
VT-switching. 
As opposed to related bug #479849, no warning or error concerning the
keyboard is logged in Xorg.0.log or via dmesg (unable to check the
console log because of ... broken VT switching).

Suggested Fix/workaround:

In my case at least, commenting the line
	Option		"XkbVariant"	"dead"

in the keyboard's InputDevice section made VT switching work again
both in the session and in the display manager's login greeter.

I do not know how dpkg-reconfigure generates the xorg.conf, so I have
no idea on how/if something needs to be corrected. (older xorg.conf of
mine had and XkbLayout "us_intl" instead of "us" with the "dead"
XkbVariant option). But for me usability of the xserver is strongly
affected without the possibility of VT switching, so I figured this
warrants a bug report.

For the record, xkb options are now set through keyboard-configuration,
and yes, invalid xkb stuff doesn't make X complain (that can be seen
through setxkbmap -option foo:bar, for example). We already have other
bugs to track this issue, though.
