Please add alias ru_UA.uft8 ->  ru_UA.UTF-8 in locale.alias file.
Without such alias cyrillic is broken in xterm, wine and possibly some other
packages.
Adding this alias completely solves the problem.
There is a also bug #607138 that deals with the same problem and
contains more
detaled description and proposed solutions.

NAK, ru_UA.utf8 is not a valid locale name.  Use the .UTF-8 version.
