Bug#585067: keyboard-configuration: No alt+gr keys working after some time

And if that doesn't work then the only thing I can think of is a broken
/ too old libX11 that doesn't handle some keysyms.  The output of 'dpkg
-l libx11-6' and 'ldd /usr/bin/xkbcomp' would probably confirm.
