I'm not convinced we need Suggests either; xfonts-base is depended on by the 'xorg' metapackage, so most systems should have it. If people want to uninstall the xorg package, they can just as well tweak xterm resources to use 'fixed' (which is always available) or a font using xft. Closing this bug.
