I have well working system without package.
But some fonts from xfonts-base hardcoded into /etc/X11/app-defaults/XTerm
For example: *VT100.utf8Fonts.font:  -misc-fixed-medium-r-semicondensed--13-120-75-75-c-60-iso10646-1

So when I run xterm I receive:
xterm: cannot load font -misc-fixed-medium-r-semicondensed--13-120-75-75-c-60-iso10646-1

And xterm doesn't suggest or recommends xfonts-base.

Depends is not an option, because dependencies on (core) fonts don't
achieve anything (the font needs to be available to the server, which
might be on a different machine, and even that could be through a font
server, on yet another machine).

I'm not convinced we need Suggests either; xfonts-base is depended on by
the 'xorg' metapackage, so most systems should have it.  If people want
to uninstall the xorg package, they can just as well tweak xterm
resources to use 'fixed' (which is always available) or a font using
xft.
