I had the same problem. It means acceleration is disabled.

the kernel driver needs a firmware blob to run. (basically a video bios update that runs on the card)
to fix:
sudo apt-get install firmware-linux
then reboot
xserver-xorg-video-radeonhd suggests firmware-linux, but apt doesn't pull it in automatically. perhaps a recommends would be more appropriate?
