So I don't see any actual evidence that other distros are messing around
with kernel parameters to load i915 (which wouldn't make sense to me
anyway).

What I'm seeing is that debian's udev ships a file
/etc/modprobe.d/blacklist.conf which prevents i915 from being loaded at
boot.  I'm talking to the kernel and udev maintainers to see how to
resolve this.
