Command dpkg-reconfigure x11-common creates file
/etc/X11/Xwrapper.config without permission for everyone to read it.
So when ordinary user starts X server, it raises: "xorg user not
authorized to run the x server".

/etc/X11/Xwrapper.config is not supposed to be world-readable.  The
error you're getting means that Xwrapper.conf has
'allowed_users=rootonly' and you're not root, or it has
'allowed_users=console' and you're not starting X from the console.
