Neither one of them works.  They are both equally useless.

No.  There's no .Xmodmap or .Xsession file and .gnomerc doesn't call
xmodmap.  GNOME does have some keyboard layout settings, but those are
all reflected in the setxkbmap call I copied in my first mail.

Before I filed this bug report, I did extensive searching of Google and
the BTS to see if there was something that I did wrong in some way or if
this behavior was seen by other people.  I couldn't find anything.

This problem probably has been around for a while, but I didn't notice
it except for the fact that Ctrl-Alt-Bksp and Ctrl-Alt-F* didn't work.
