GNOME does have some keyboard layout settings, but those are all reflected in the setxkbmap call I copied in my first mail. Before I filed this bug report, I did extensive searching of Google and the BTS to see if there was something that I did wrong in some way or if this behavior was seen by other people. I couldn't find anything.
