Bug#526125: reportbug-ng: please make it easier to distinguish initial report and followups

Hi,

currently the only difference between the initial report and a followup
seems to be the To: header field pointing to submit@ vs nnnn@, which is
easy to overlook.  I think it would be useful to make the distinction
clearer for the receiving end.  Potential ways I can think of are a
'Followup-For:' pseudo header, as used by reportbug, or adding
References and In-Reply-To header fields pointing at the initial report.
