I tried a few more experiments and it looks like two layouts with the
same base layout cannot coexist:

us = qwerty + cz = qwertz works
us = qwerty + cz_qwerty fails
us = qwerty + fr = azerty works
us = qwerty + uk = qwerty fails
us = qwerty + gr = ;ςερτυ works
us = qwerty + de = qwertz works

of course, de_qwerty also fails.
