Did you try restarting X after restarting hal when your xorg.conf was
moved away?

Once hal has restarted (it does not always restart properly on upgrade
so far), lshal should report that the evdev driver is used (with XKB
config taken from /etc/default/console-setup). Please check this first.
Once this work, X (without AllowEmptyInput=off) should take the config
from there.

If this doesn't work, please send the log with no xorg.conf or without
AllowEmptyInput=off.
