i've swapped the Caps Lock and Ctrl keys from gnome's keyboard control panel. it works when i log in through gdm, although when I press Caps Lock the Caps Lock LED on my laptop still changes state. however, when i use startx the keys do not swap functions at all.
this is the same symptom as in "Bug #173350 in gnome-control-center (Ubuntu)."
