Version 6.6.3 did not support dynamic display switching, so you had to
start the driver with all heads you wanted to use.  xrandr 1.2
(available with xserver 1.3 and newer and xf86-video-ati version 6.8.0
and newer allows you to dynamically enable/disable output on the fly
using the xrandr.  Your best bet is to upgrade to a newer xserver and
ati driver.
