There is a very longstanding wishlist to switch to console-setup for D-I, which would simplify most of the keymap management nightmare....but noone really committed self to achieve this. (it stopped when I went on hairy i18n issues....we have a wiki page about this on wiki.d.o) Until this happens, we will still need to have some mapping system between the chosen keymap in D-I and what's setup for X.
