Bug#500722: xfs: stop links in runlevels 0 and 6 are unnecessary

There is currently a small but noticeable slowdown when turning off the
machine due to xfs' inability to remove its own pid file (see #498823).
This could be circumvented by not running the stop script in runlevels 0
and 6; since xfs doesn't have to clean up anything, it could safely be
terminated by the sendsigs script.  At least, that's what I've been
doing in the last few days without any problems.
