Thanks, that works. But now I'm worried about what happens when I plug
in a different VGA monitor which only does 1024x768. Will it try to set
a higher resolution? Maybe a policy setting saying "choose highest
supported resolution" would be useful?

I don't think KDE does, unfortunately. (Certainly not KDE4...)
