AFAIK that's the behaviour in Windows, but as you say...

And many Galician users write Portuguese as well, and for us the dead
tilde is completely essential :-)

Those annoyed by AltGr+4 producing a dead tilde can use AltGr+ñ and
AltGr+¡ anyway :)
