Bug#470673: xdm: Not load locale configure from /etc/default/locale

I've submit this bug to thinkfinger maintainer, however, it looks like a bug of xdm.

I'll redescript the situation below:

For I am a chinese user of debian, I set my default locale in
/etc/default/locale as:

cat /etc/default/locale
LANG=zh_CN.UTF-8
LANGUAGE="zh_CN:zh"

and I login to X system with xdm.
If I login with a password, the locale should looks like:
LANG=zh_CN.UTF-8
LANGUAGE=zh_CN:zh
LC_...="zh_CN.UTF-8"
LC_ALL=""

While if I login with thinkfinger, the locale becomes:
LANG=""
LANGUAGE="POSIX"
LC_...="POSIX"
LC_ALL=""

It seems like that thinkfinger would not read configures from
/etc/default/locale.

The maitainer of the thinkfinger said that he had tested xdm_1:1.1.6-4 ,login_1:4.1.0-2 and gdm_2.20.3-2.
only can reproduct this bug in xdm. So I think I should submit this bug to xdm for review.


BTW:I've tried another finger pam package in experimental:libpam-fprint
It seems that all the same as the thinkfinger: If I login from xdm with it, the locale set will miss
