That's it, language no more switches for ru layout with winkeys variant and I
can't switch to virtual console with Ctrl+Alt+Fn either.

The problem is that xkeyboard-config/symbols/ru authors replaced "winkeys"
with "basic" layout without making it backwards compatible.

For ordinary users this will just break the system leaving them clueless of
what could be the reason for it. Having no native language support make system
mostly unusable for non-English speakers thus the severity.

The obvious future proof fix is to remove "winkeys" variant for ru layout so
xorg.conf keyboard entry would look like this:
