The arm build report above has the following lines:

Note, selecting libpci-dev instead of pciutils-dev
The following extra packages will be installed:

  x11-common x11proto-core-dev x11proto-input-dev x11proto-xext-dev zlib1g-dev
[...]

So there you have the name backwards-compatibility (for arm so far).

libpci-dev provides libpci-dev.

Release team, please consider giving back
xserver-xorg-video-radeonhd except for arm.
