Bug#477682: xserver-xorg-video-vga: VGA driver reports undefined symbol, can't find modules

Because the S3 driver is not working on Alpha PWS433au (separate report)
I decided to try basic VGA. Attempt to get the VGA driver to load a
simple 16 color screen at 800x600 or 640x480 also fails. Driver reports
several errors in log: error in allocating memory, failure to find the
video BIOS, missing symbol definition in libxf1bpp.so, unable to load 
libxf4bpp.so (though the module is present in the location indicated,)
and fails to find a workable modeline for even 640x480.

An attempt to use bit depth of 8 does activate the screen but only at a
resolution of 320x200, which simply does not make sense. An attempt to
use a depth of 1 (should be supported) produces similar errors to those
listed here, with undefined symbol and failure to load modules.

Video card is S3 Trio 32/64/64V+ and appears to be in working order when
used on this machine with Windows NT 4.0 or OpenVMS 8.3.
