Bug#477197: xkb-data: Change back ~ to just AltrGr+4 and not AltrGr+4+AltrGr+4 in Spanish keyboard

Hi, 
because of http://bugs.freedesktop.org/show_bug.cgi?id=9763 the Spanish 
keyboard layout was changed so that AltGr+4 is the "deadkey" ~ instead of ~

The change was introduced at request of someone who is not a Spanish user. xkb 
maintainer is asking for me to do a voting to see if Spanish users prefer 
AltGr+4 to be a "deadkey" ~ or ~

I'm using the debian bug tracker as voting system due to a suggestion of a 
Debian Developer and due to it's relevance in the Free Software ecosystem.
