I have Intel 945GM, running xserver-xorg-video-intel. I followed:

http://wiki.debian.org/Compiz

and some other howtos, when I do:

$ LIBGL_ALWAYS_INDIRECT=TRUE compiz --replace
GLX_EXT_texture_from_pixmap is available with direct rendering.

It stays like that, so it should be running. The windows have no
borders, the ctrl-alt arrows doesn't work.

I am using sid and gnome.

$ cat /etc/X11/xorg.conf

It's not clear it is a Debian specific problem actually. But yes, we
need some doc about this, and we need to enable at least the decoration
plugin by default. We have another bug report about this.
