It is not a bug since you can source this file from the ~/.gnomerc.

And if I do not want it I am force to load it with false setups.

Why is ~/.xsession not good?
This is the right file for it if you not use GNOME or KDE.

??? -- you can put a

   . ~/.profile

in your ~/.xsession and in the ~/ there are
only ~/.bashrc and ~/.bash_profile.
