No matter how I change my xorg.conf file (see below for latest
variation) this intel driver always uses the same high resolution mode
that has a horrible 60Hz vertical refresh that makes using X almost
unbearable when using a new computer (ASUS PK5-V MB with Intel g33 
chipset) with an old but high-quality CRT monitor.

This same monitor (1996 Sony CRT) works well for older X
versions (Ubuntu Dapper) and older video chipsets (Matrox g200) where I
can easily get a eye-comfortable 87Hz vertical refresh for it for lower
resolutions.  For the present case when I specify Modes "800x600"
it should pick "800x600"x84.9Hz from the list of
possible modes, but it does not.  Instead it just picks the first in
the possible list of modes, "1280x1024"x59.9.  

Note, there are actually two issues illustrated by the present xorg.conf
and log file.

(1) xserver-xorg-video-intel always picks first in list of possible
modes.

(2) That list of possible modes includes many that should be dropped
because they violate the minimum vertical refresh given by

VertRefresh     70-120

Instead, it picks the first on the list which is actually a 60Hz
vertical refresh rate.

A third xserver-xorg-video-intel issue not illustrated here but
found during these experiments is that when I uncommented the Modeline
"916x687" it was completely ignored.

Note, I started these experiments with a vanilla Debian testing
system, but then I tried

apt-get -t unstable install xserver-xorg-video-intel xserver-xorg-core

to get the latest Debian versions.  Thise update went smoothly with no
problems, but as you can see from these latest
results that upgrade did not make any difference to the bad result;
I can only get the "1280x1024"x59.9 mode with horrible vertical refresh
for CRT monitors no matter how I change the configuration file.

It's not a bug, it's how RandR 1.2 driver work.
You should read http://wiki.debian.org/XStrikeForce/HowToRandR12
(especially sections I.1 and III.5) and use ModeLine and PreferredMode
to force the mode you want at startup.
