I think that this needs either a default setting for that option, or failure
(driver isn't initialised for the device, no attempt to open anything) if the
option isn't present.

The reason is that I'm reasonably certain that this is what's behind some
hangs which I've been seeing when exiting X (current unstable) with
xserver-xorg-video-ati 6.7.x. Curiously, these stopped when I
changed the configuration to use option "Device" for the mouse...
