Update uploaders, and bump build-dep on xserver-xorg-dev
* Rebuild against xorg-server 1.4.
* Add myself to Uploaders and remove Branden with his permission.

* Fix debian/rules to not be confused by ~/.quiltrc or QUILT_PATCHES (as in #369920).
