My current experience with xbacklight is that it indeed sets the maximum brightness I can reach by playing with the brightness control keys on my Dell X1. These can still be used but they only change the brightness between 0 and the maximum set by xbacklight. That probably changes a lot between laptops and graphics card flavours. I sometimes also experience weirdness like having to hit the backlight increase key to.....decrease the brightness..:-)
