It seems to be expected (I mean "not broken by the Debian packaging").
The Xserver master branch has been containing the Xorg version number
for a while (still 7.2 as of today then), while server-1.3-branch
switched to the Xserver version numbers a little bit after being forked.

I don't know whether the 1.4 branch will get a 1.4 version numbering or
not. I agree that all this looks a little bit confusing (especially for
binary drivers :)). Feel free to post a patch on the xorg mailing list
if you want to display both the Xorg and Xserver versions :)
