For some reason I find I still have the old xlibs package installed.
Curiously it seemed to place the xkb data files in
/etc/X11/xkb/symbols.  

Perhaps we should alter xkb-data to do the same again?  

(we could symlink from /usr/share/X11/xkb to /etc/X11/xkb, 
or symlink specific subdirs as appropriate)
