Unfortunately, all this code changed a lot since Xorg 7.1. What happens
if you upgrade xserver-xorg-core to testing (2:1.3.0.0.dfsg-11)?

I don't know whether there are some restriction regarding modelines with
the vesa driver, but at least modelines seem to work fine with recent
intel driver and Xserver core.

This board is supported by the intel driver in testing. Try installing
xserver-xorg-video-intel 2:2.1.0-2 and using intel instead of vesa in
xorg.conf. It is supposed to detect supported modes automatically (as
well as VertRefresh and HorizSync). ModeLine are only required if
detected modes are not ok/enough. So the bug might irrelevant then.
