Aha! Yay it works! I'm a KDE person and so have had little experience of Gnome and GTK in general so I didn't know the first place to look.

I found Compiz-Settings at

dead. Is it what you are talking about?

That's what I was referring to and was merely quoting what other distributions had called the package.

Since compiz and beryl are apparently going to merge back, you'll
probably be able to use beryl-manager (which is very nice) in the
future. IIRC, it is included in the beryl packages that were almost
ready for upload.

There's also an ITP for gnome-compiz-manager (bug #392847) but it didn't
get uploaded yet.

I guess that since that gconf-editor does the job, it technically fulfils this bug, yet at the same time I can't help but feeling that there should be a more straightforward approach to managing settings for compiz.
