Bug#196379: marked as done (twm: does not honor $HOME/.menu files)

I was trying to get rid of some of menu entries I don't want, so I
looked into /usr/share/doc/menu/menu.txt.gz to find out how. Under
section "5.2. Specifying a ``no-menu entry''," the document says to
create an empty file with the package name in $HOME/.menu/pakcage name.

I tried this with the xbase-clients and python2.2 packages, and neither
worked.

This functionality works fine when putting empty files into /etc/menu.

After this update and logging out, the menu has changed as expected.

Hmm... after looking a bit more, it seems that the user .menu files are 
totally ignored.
