When logging into a system running KDE, I was annoyed that KDE took quite a 
long time to come up; the splash screen spent about 8s (on an 1800 MHz 
system) on the "Initializing Periperhals" screen.

Google returned a few hints indicating that /tmp/.ICE_unix should be chowned 
by root.root. The KDE bug database has at least one entry 
(http://bugs.kde.org/show_bug.cgi?id=23468) implying this as well.

Applying this fix reduced the startup time from about 10s to 3s. This doesn't 
sound like much, but makes quite a difference to me.

I believe kdebase (or a related package) should have startup scripts creating 
that directory with the correct permissions.

Closing since one of the merged bugs (#198397) is supposed to be fixed
while the submitter of the other bug (#298770) did not reply to my ping
a month ago. If anybody ever reproduces this problem, feel free to reopen.
