On a fresh installation, we logged in as a normal user to find that
/tmp/.ICE-unix was owned by the user logged in. Subsequently the
ksmserver failed to start until I chown'd the directory back to 0:0.

Closing since one of the merged bugs (#198397) is supposed to be fixed
while the submitter of the other bug (#298770) did not reply to my ping
a month ago. If anybody ever reproduces this problem, feel free to reopen.
