Tagging upload of xft 2.1.12-1 to experimental.

Idempotency fixes; everywhere where we're using a separate build directory,
fix changelog to not make lintian upset, and also add myself to uploaders.
Prepare a new upstream release; xft 2.1.10. In the process:
Include libXft.la in -dev package (#350316)
