Apparently mgapdesk uses the LC_NUMERIC locale to write frequency numbers to
XF86Config(-4).
E.g. the german locale then writes
Section "Monitor"
...
HorizSync 31,0 - 64,0
...
EndSection
There should be a dot, not a comma.

mgapdesk has been removed from testing and unstable nowadays.
Reassigning bugs to it would not make sense.
I checked the upstream X code. They still generate and read localized
numbers, and the code has been designed to do so. So I don't think it
will change soon, especially if we ask them because we want to fix a
dead package :)
So I am closing this bug.
