Bug#402396: libxrender1: missing libXrender.la breaks libtool, mjpegtools

Severity: important

Similar to  #362777 but that is listed as resolved and the issue
is NOT resolved.   There is also some confusion in that report
about whether the issue is with libXcursor or libXrender.  No such
confusion here.

when compiling mjpegtools-1.8.0:
