The hardware that this occurs on would have gone to the Great Land of
Lease Expiration in the Sky at least four years ago.

I have seen similar problems from time to time over the years on various
chipsets (both ATI and non-ATI) usually arising from having the wrong
clock rate set either on memory, GPU, or LCD panel driver outputs.
All of these problems were fixed in later X server versions so far.
It's likely that this one is too, but I don't have the hardware any more
so I can't find out for certain.

There are lots of newer, more exciting bugs on ATI chipsets now.  ;-)
I recommend you close this bug and move on.
