Package: libX11-6
Version: 2:1.0.0-1

Does not provide /usr/share/X11/locales
Also the folder provided /usr/X11R6/lib/X11/locale/ is empty

Gives rise to following warning,

~$ xeyes
Warning: locale not supported by Xlib, locale set to C

~$ kwrite
Qt: Locales not supported on X server

~$ gimp
(gimp:4384): Gdk-WARNING **: locale not supported by Xlib
(gimp:4384): Gdk-WARNING **: cannot set locale modifiers
