I don't think it was the case in sarge. Fonts can be provided via a
font server, so they don't need to be available on the filesystem for X
to work.
In sarge xserver-common seems to *suggest* xfonts-base, but there are no
"Depends" as far as I can see, so similarly you had to install
x-window-system-core for fonts to be pulled in.
