Similar to  #362777 but that is listed as resolved and the issue
is NOT resolved.   There is also some confusion in that report
about whether the issue is with libXcursor or libXrender.  No such
confusion here.

when compiling mjpegtools-1.8.0:

Then this package or one of its dependencies is broken, not libxrender.
You need to find out what is referencing /usr/lib/libXrender.la, and
file a bug against that package.
The .la files removal is not going to be reverted, so I'm closing your
report.
