To err on the side of caution, install at least the xfonts-base, xfonts-100dpi or xfonts-75dpi, and xfonts-scalable packages. This explains why xserver-xorg and friends don't declare Depends: on xfonts-base. I think a Suggests:, or possibly Recommends:, wouldn't be out of the question though. Few people use font servers these days. A similar note in the modern packaging might help as well, though now that client-side fonts are dominant, suggesting more than just xfonts-base may be excessive.
