Bug#397197: xserver-xorg-video-ati: DPMS screen saver does not kick in

$ xset q says:
...
DPMS (Energy Star):
  Standby: 480    Suspend: 600    Off: 3000
  DPMS is Enabled
  Monitor is On

but DPMS does not switch the monitor to anything else but "On."

$ xset dpms force standby
$ xset dpms force suspend
$ xset dpms force off
work as expected

$ xset dpms 5 20 35
works also as expected but higher values seem to inhibit normal
function. I find this hard to debug as I can't wait one hour on purpose...

I have 'Option "DPMS"' in the Monitor sectino in my xorg.conf file, but
I don't see anymore where the default values get set. Some years ago with
XF86 it was also in the X-config-file (XF86Config)... But I think this
does not matter anyway.

No other screensaver is running, especially the xsreensaver package is
not installed as it fiddled around with the DPMS settings without asking
and so defeated it's main purpose: saving the screen and my electricity
bill...

As I did not do any fancy stuff with my configuration apart from regular
updates from unstable I think that this bug got introduced by some
package... It worked like a charm for years but the last couple of month
the screen just stays on.

I actually switched from one bluetooth mouse to another around the time
the disfunction occured but DPMS stays on "on" with
"/etc/init.d/bluetooth stop"ed as well as it does kick in with low timeout
values and the mouse running... I also tried variants with just switching
the mouse off (no spurious input), with no success.
