I've installed Debian testing on my machine a few days ago and recognized that 
tk and perl-tk don't work:

estel@box ~ $ wish; echo
Application initialization failed: this isn't a Tk applicationunknown color 
name "Black"
%
estel@box ~ $

At last I checked my xorg log file and there were these lines:
(**) RgbPath set to "/usr/lib/X11/rgb"
(**) ModulePath set to "/usr/X11R6/lib/modules,/usr/lib/xorg/modules"
(**) Option "AllowMouseOpenFail" "true"
Couldn't open RGB_DB '/usr/lib/X11/rgb'

So a simple symlink solves the problem.
Originally I've sent a bug report to the perl-tk maintainer, so you're maybe 
also interested in reading that bug report
(http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=383018).

I've sent this bug report also to the maintainer of Tk, because I'm not 
really sure, whether this is a Tk or a xorg bug.

Sounds like it's one of the very few things that still require the RGB
database.
