There's been discussion of it, cf. https://bugs.freedesktop.org/show_bug.cgi?id=7855
but no definitive action yet. mouse will be a problem, check 4 vs 4x at the moment.
All man pages should use autotools and the *_MAN_SUFFIX macros, as done
in this bug #7855, if they want to stop these inconsistencies occuring.
Then the decision of which section needs only be made once at the one
place, in xutils-dev.
